If you’re eyeing Manitoba for permanent residence, the MPNP is the province’s direct route to nominate candidates who fit its labour market and community needs. The program is organized into three streams: Skilled Worker, International Education, and Business Investor, plus a helpful page that points you to federal immigration programs you might use alongside or instead of MPNP.
Designed for people with skills Manitoba employers need. It splits into two pathways:
Skilled Worker in Manitoba (SWM) – for candidates already working in MB and anchored to a local employer. To qualify, you generally need ongoing Manitoba employment (valid work permit + long-term, full-time job offer after 6 months of continuous full-time work with that employer), and your employer must be an established MB business. Owner-operators/contractors don’t count toward the qualifying work period. Additional notes exist for grads from other provinces who’ve taken MB jobs (e.g., 1 year with the MB employer).
Skilled Worker Overseas (SWO) – for candidates outside Manitoba who can prove a connection to MB (close relatives/friends support, previous MB study/work, or an invitation via a Strategic Recruitment Initiative) and reach 60 points across language, age, work experience, education, and adaptability. No connection = not eligible, even with high points.

A fast track for international students who graduated in Manitoba. It has three pathways:

For experienced entrepreneurs/investors who will start, buy, or partner in a Manitoba business. Two pathways:
Entrepreneur Pathway (EP) – come on a temporary work permit first, establish or purchase/partner in a business, then seek nomination after meeting your Business Performance Agreement. Manitoba removed the old $100,000 deposit requirement. Typical minimums include 3+ years recent business ownership/senior management, CLB/NCLC 5, net worth ~$500,000, and ≥33% ownership if applying as an owner. (Process currently has an interim paper-based application with defined steps.)
Farm Investor Pathway (FIP) – for those establishing/operating a farm in rural Manitoba; process details and forms are on the FIP pages (digital signature guidance included)

For Skilled Worker and IES pathways, your first step is creating an Expression of Interest (EOI) profile. It’s not an application, just a ranked profile in the pool. Manitoba invites the highest-ranking candidates by issuing Letters of Advice to Apply (LAA) in periodic EOI draws; once invited, you submit the full application. (EOIs are typically valid for one year; you can only have one active EOI.)

Manitoba issues both base nominations (outside Express Entry) and enhanced nominations (through Express Entry). Enhanced nominations attach to your EE profile and can expedite the federal stage; base nominations proceed via the non-Express Entry PNP route. Manitoba publishes monthly data that breaks this out.
Not sure MPNP is your best fit? Manitoba also points to federal options Express Entry programs (Federal Skilled Worker, Canadian Experience Class, Federal Skilled Trades) and Family Sponsorship which some candidates use either before or after provincial nomination.
